Government willing to bail out some Universities, but will others be left to fail?UniversitiesWe are all used to reading about the government bailing out Banks when they face hard times, but what about universities? Can they expect the same kinds of help the financial sector regularly receives? Are they also, to use the popular American colloquialism, `too big to fail`? A university is not part of the capitalist system - they are public institutions, funded by the government, and of course by students themselves, who must pay substantial amounts for their attendance. The purpose of a university though is not to make money - they are seats of learning, palaces of higher education. Many receive partial funding from private companies for research purposes, but this goes towards ancillary aspects of the university. They are there to educate, not to make money. The international ratings agency Moody`s recently revelled to its clients that it believes there to be a high probability the government would step in to assist a university that was facing financial hardship. This is not to say that they believe most universities are acting complacently, nonchalantly believing that whatever troubles they face, the government will save them. It is actually not unusual for universities to borrow money from a bank in the same way that a company would - but out of the nine universities that have recently taken out large loans from banks Moody`s have attached negative warnings to the credit ratings of as many as seven of them. Out of all the UK universities only Oxford and Cambridge are rated by Moody`s as being stable financially. This summer it was reported that a university, so far unnamed, had received a 900,000 bail out package from the Office for Students, the government funded UK higher education regulator. The timing was comically apposite, given that only this month the head of the OfS, Sir Michael Barber, announced in a speech that they will not be bailing out universities in the future, and that they must not assume they will always be propped up with emergency financial packages. At the wonderfully named Wonkiest higher education festival in London earlier this year he laid out his views on the subject: `The OfS will not bail out providers in financial difficulty. This kind of thinking not unlike the `too big to fail` idea among the banks will lead to poor decision-making and a lack of financial discipline, is inconsistent with the principle of university autonomy and is not in students` longer term interests,` `Should a university or other higher education provider find themselves at risk of closure, our role will be to protect students` interests, and we will not hesitate to intervene to do so. We will not step in to prop up a failing provider.` These are indeed hard times for many universities - rising tuition costs have meant that the number of students applying to universities has dropped in recent years. Their financial uncertainty is only exacerbated by the imminent threat of a funding review, commissioned by Teresa May earlier this year. It seems that larger universities are afforded more protection by the government, with a financial bail out being more readily given to them than to smaller ones. While Oxford and Cambridge enjoy top triple A ratings according to Moody`s, Manchester only has an Aa2 rating, while Keele and Leeds languish with Aa3 ratings. Moody`s said the drop in University applicants has played a major role in low credit ratings, with uncertainty concerning tuition fees, general funding, and brexit related fears only adding to their financial uncertainty. The rating`s agency wasn`t all negative in its report however, going on to say that it expected general credit ratings for UK universities to remain good, thanks to secure debt management plans, and the well respected international reputation they enjoy. It uttered a cautionary note however, saying that `some rated universities are likely to post operating deficits as a result of these pressures over the next couple years.` The UK has some of the oldest and most prestigious universities in the world - it would be a terrible shame for any of these to be lost due to financial mismanagement. Caroline: Middlebury College is located in one of the most beautiful places in the country: rural Vermont. Every fall, campus is full of red, gold, and orange leaves. Every winter, white snow blankets the ground. Campusis always very safe, and I never felt uncomfortable walking around by myself at any time day or night. Lots of students bike around campus and the surrounding areas. Others do have cars. A car is helpful if you want to go for a day trip or weekend getaway to the city. There are some buses available too. You never feel completely trapped, as it is easy to get off campus when you need to! VT: How available are the professors, academic advisers, and teaching assistants? Caroline:Professors at Middlebury College really want their students to succeed. All classes are taught by professors, so we do not have many teaching assistants. Every professor has office hours at least twice a week, and they are also available outside of those times as long as you make an appointment. One of the greatest things about the Career Center is the summer funding for unpaid internships. Middlebury College wants to make it possible for students to complete all kinds of summer internships regardless of whether they are paid. I got summer funding to complete an unpaid internship in Santiago, Chile during my junior year, and I had an amazing experience! VT: How are the various study areas such aslibraries, the student union, and dorm lounges? Are they over-crowded, easily available, spacious? Caroline:There are tons of different study spots around campus, and they cater to everyone. The library gets crowded during finals, but otherwise you can always find a study spot somewhere. I loved the big, comfortable chairs and nooks in BiHall, the science building. The Grille and Crossroads Cafe in the student center are great places to work on group projects and to get a quick snack too! VT: Describe the surrounding town. What kinds of outside establishments / things to do are there that make it fun, boring, or somewhere in between?To what extent do students go to the downtown area of the city versus staying near campus? Caroline:If you like outdoor activities, you will never find a shortage of places to go outside of Middlebury College. We own our own ski mountain for students to go skiing in the winter. The Green Mountains and the Adirondacks are nearby, and so is Lake Champlain. The town of Middlebury has a ton of great restaurants, plus a movie theater and an indoor miniature golf course. VT: How big or small is the student body? Were you generally pleased or displeased with the typical class sizes? Caroline:The student body is about 2,400 people, so classes are fairly small. The average class size is 20-30 students, which I thought was perfect. There are enough people to have discussions, but not so many that you are never heard. You do get some bigger and some smaller classes, however. My smallest was six people, and my largest was 80. The average class size was a great size for me, and you also get to know your professors much better this way. VT: Describe one memorable experience with a professor and/or class. If you already have a job lined up, you can also ask your employer about job eligibility for loan forgiveness. 3. Repayment plan options Other information that is important to listen for during your student loan interview includes your repayment plan options. The standard repayment plan is 10 years. With this option, you will be able to get rid of your debt quickly, with the least amount of interest (prepayment is also an option at any time). However, its valuable to know your other options as well for instance, the graduated plan, in which monthly payments start low and increase every few years for between 10 and 30 years, or the extended plans (fixed or graduated), which allow you up to 25 years to repay your loans. Remember that extended repayment plans are only for borrowers who have taken out amounts over $30,000. Depending on your future job, as well as your other financial priorities (including family obligations), youll want to consider all of your options and choose which will suit you best. 4.
